What is an Item Upgrader in Pokemon Go?

The item upgrader adds a new widget at the top of the Angel and Cash Upgrade windows. The Manager is priced at 33 billion Angel Investors and offers no gaming benefit other than making it easier to find and purchase upgrades.

Costs
Upgrades have a few associated costs. The first is the cost for the upgrade. The cost is based on the item's new ilvl and the amount of perks it gains, and can be expensive. Upgrades to a higher level (such as Explorer to Champion or Veteran to Heroic) can be costly.
The second is the price of the materials required for an upgrade. These items are typically Power Dices (dropped from monsters 21+), Minerals and Erons or specific Mists of Pandaria or Warlords of Draenor Quests. The amount of these materials required is available in the inventory of an upgrade vendor.
It takes time to upgrade an item. It can take up to 8 hours, depending on the size of an upgrade. The base stats of an upgraded item are calculated based on its new ilvl and other characteristics. This calculation determines the new Armor Class bonuses, damage dice, as well as other vital statistics. In certain cases, an upgrade can grant additional perks. These perks are listed on a list.
In rare instances the upgrade will only replace the most expensive bonuses. Failure Rate
